Create Zombie spell

My players have gotten their hands on a fresh ice dragon corpse (long story) and now instead of selling the dragon for parts the wizard wants a zombie dragon. I'm having as much fun with it as the players are, so ultimately the plan will work (the game ended with it falling and breaking its neck in the midst of a partially underground, partially exposed battleground that ended quickly with a cave-in so the location is fine. I'll just make the time as 4 hours before the rise of a full moon).

I think in this case the spell needs a little adjusting. Dragons have big attributes while living. It doesn't make logical sense to drop all the attributes so drastically to a standard zombie. You're still going to have the natural AR from the scales, the big muscles, the really nasty claws. How much of a drop would be reasonable and how much should be kept? In addition, since zombies can speak, they can move air in and out of their lungs. Would a zombie dragon still have a breath weapon?

My opinion? They should create an even worse monster than before! Think undead dragon with free will, an even worse alignment than before and an inability to replenish it's own PPE without killing for it. I would make all the adjustments as per the create zombie spell in addition to the limited invulnerability/immortality and retain any other abilities of the dragon not specifically changed by the spell.
