Just ditch the second Disguise.

I think it is a case of them wanting the Tech Ninja Disguise and not realizing that they had already given it (Suggesting that there really shouldn't be a replacement skill) but if you are feeling particularly ripped off, it wouldn't be too out of the question to replace it with an extra O.C.C. Related Skill.

I'd give them +30% to disguise.

i use the other disguise as impersonation.

The gadgets in HU2 and N&S should be able to give you ideas about gadget for a tech ninja.

If you select Domestic skills twice you get +10 to them so I'd do that here
