Welcome Manbat. They start at level 1d6+3 and go up from there. You'd use the experience chart at whatever level you end up at to start. Also...this is the way wrong section for questions like this. You want to try the Heroes Unlimited forum if you are asking for that game or Ninjas and Superspies if it is for that game. Also there is a Game Master forum, a Q & A forum and a FAQ forum. Those would all be better places to ask this question. The Open House forum is for discussing stuff related to Open House events.
