Skill Bonus and Penalties

When you are rolling a skill do you add the bonuses capping the skill at 98% then take away the penalties or do you take the penalties then add the bonuses? How does this interact with Level and IQ bonuses?

Ok 98 Percent being the max is well the max for a skill. Negatives (such as -15 percent Climb cause it is raining) would in case lower that 98 to a 83.
Some characters I can only think of Hardware right now are able to surpass this to show a skill far above the norm.

You add the bonuses first, and if the result is over 98 the skill is instead capped at 98. Then you subtract the skill penalties to produce a final skill percentage for that task which is then rolled against for success.

The B's and P's are combined with each other before combined with the skill %. This gives a the true mod to the skill %.
To add a bonus to a skill 1st with a skill that is almost @ or @ the 98% skill cap will skew the Mod effects in favor of the penalties. thus giving a incorrect target % to roll vs.
