If their a limit to how much energy one mage can access at a line or nexus?

yes.

Overall at one time a mage can gather up and hold up to three times their base PPE, over an above the individual mage's base PPE.

The limits about gathering PPE per melee round are detailed in the LL&LLN sub-section of the "Other sources of PPE" section of the text about magic in each settings' main book. You will be using the text from the setting that is being played in for the amounts of PPE that can be gathered, because there are variations in the different settings' texts.

The three time limit though is the amount of energy that the mage can store inside themselves. The rules on if they can use more is...unclear. Though it is pretty clear that if using a ritual you can use any amount of provided energy. So if you use a ritual that coincides with a peek period you could use all of that energy. Its not as clear if you can do that with spells or not, but based on the wording I don't see any reason to assume you can't. But what you CAN'T do is just 'slurp up' all that ppe and hold on to it to use later (not unless you already have a truly massive PPE base in the first place.)

I tend to allow you to get energy once per melee or minute (I waver on this) throughout the casting and use it to power your spells. So, being on a Nexus gives gives you a huge amount of power, and makes some of the high-PPE spells quite workable as rituals.
