What is an Attack/Action?

From a design perspective, what are we really attempting to simulate when we define something as an attack? How do we really determine how many attacks a particular effort should demand? Is it really a time increment? Or is it a balancing device?

Thoughts?

It is a completely arbitrary mechanic and does not really simulate anything other than the basic concept "Given a 15 section round of combat time, the attacks/actions per melee is how many turns you get during a 15 second segment"

that's all. Attacks per melee is a turn counter, and some characters get more turns than others.

I think most people can in theory attack much more rapidly than their attacks indicate, the lower number reflects having to position, the inherent evasiveness of combat even when not choosing to 'dodge', etc.

IE why if you successfully get into a dogtail position in fighter combat you suddenly get 2 extra actions. So you could always fire that fast, but now you have less skittiness to overcome and can approach that potential.
