What classes (OCCs/RCCs/PCCs) can the book add powers to?

-or-

To state it another way are there any prohibited classes?

I do believe that the powers added by the book are on top of whatever class or power cat. the char is.

It seamed the only limitation on who can get upgraded is due to alignment compatibility.

I have to wonder how would that work with classes that have inherent restrictions like cyborgs or T-men that don't allow some abilities (spells, super powers, etc...).
The book is basically a cosmic forge level artifact so it could conceivably override normal restrictions.

In the RMB days, the conversion book occ limitations applied, now I'm not sure there are any governing rules other than GM fiat

Since the book is basically purely a McGuffin that exists for the purpose of existing... it is basically GM whim in book format.
Its not like the powers of the book can be bestowed in anyway other than the GM deciding to allow it... in which case its already a GM decision. At that point the GM can pretty much make any other decisions they want.

There is no restriction, because the character is reborn. The book repeats frequently that doing this requires G.M. approval and player buy-in.

In game terms: One of the fun applications of the Book of Heroes is that a Game Master (G.M.) can use it to "reboot" or "reinvent" an existing player character and tum him into a superhero. Even selfish and evil characters can be "remade" into a mighty hero by the magic tome. All the character (and the player) needs is a true desire to give up his evil ways and start a new and noble life as a hero. This means accepting the permanent changes to the character, including an alignment of Principled or Scrupulous, and working to be heroic and good, and maintain that alignment.

If the alignment change is agreeable, then the player can use the following tables to reinvent his old character. Of course, the Game Master must agree to allow this, and has the right to limit the powers available and adjust the powers and the power level of the reborn super character. The player must be ready for many dramatic changes. So much so that, in the end, though the character has a history, he will be almost completely different.

The tables are summarized below, and do not mention any restrictions in the Race or O.C.C. categories:

  • Step One: Alignment. Random roll, results are only Principled or Scrupulous.
  • Step Two: Select a Race. Player's choice
  • Step Three: Attributes. Roll as directed by race
  • Step Four: Gender. Player's choice or random roll
  • Step Five: Age. Player's choice or random roll (adjustment for non-human required)
  • Step Six: Physical Characteristics. Random rolls on tables or player's choice (tables are human-specific; adjustment for other races required)
  • Step Seven: Skills & O.C.C.'s.
    • Option One: Select an applicable O.C.C. to have been before becoming a hero, but only take half of O.C.C. Related and Secondary skills.
    • Option Two: Random roll on the Quick Roll Specialty Table.
  • Step Eight: Heroic Symbolism. Random roll on table.
  • Step Nine: Number of Super Abilities. Random roll on table or Player's choice (Player's choice NOT recommended)
  • Step Ten: Determine Super Abilities and Vulnerability. Random roll on tables.

It may also be worth noting for the OP that regardless of if a character is "Reborn" using the book of Heroes (i.e., they are an existing O.C.C.) or they were made using the Quick Roll Specialty Tables, each uses the Experience table on page 32. The heroes who were "Reborn" require an additional 5% experience per level, however.
