Sadly, the plain answer is no.

The conventional ruleset never got published and the plans to link with GHQ for miniatures just seemed to fade away to nothing.

Perhaps as a fix you should look up Mike noen's ruleset Dimensional Warfare - oer the earlier Nodal wars. They are well thought out and very playable

Or just play Roboteh Alpha Strike which has all the same elements and is the same scope of battle that RRT is.
