How would I create a character like the Winter Soldier? Would I use the Supersoldier from Powers Unlimited 2? How would I incorporate the bionic arm? Please help!

The sky is the limit . Just add the bionic arm. You are mixing power catagories of Cyborg and Combat specialist or Training to get the result you want. That is the way I would start. Then you have to split the PS as robot arms can be stronger than the real body arm...
Check with your Game Master for final results too.

The short answer is yes, the Super Soldier from PU2 is the way to go. It has multiple cybernetic options.

I recomment also the Super soldier as a starting point.
