Called limb-chops, 1 attack or 2?

You are on your own. The Army is MIA and our government is gone! There are no communications of any kind. Cities and towns have gone dark, and zombies fill the streets. The dead have risen and it would seem to be the end of the world. Help me, Mommy!

Called limb-chops, 1 attack or 2?

I know it takes 2 attacks to do a called shot with a gun, but does it say anywhere you need 2 attacks to do a called shot with an axe? Is there any added difficulty at all? Is there any point in using hand to hand weapons against the torso at all?
