Do you think the Open Hand Martial Artist's ability to choose Tien-Hsueh (Exclusive) as a primary martial art and still have a secondary martial art is a "Glitch" or a "Feature"

Bug, definately a bug.
There are several instances of this bug through out the game where we run into people getting (the equivalent to) 3 MAF selections.
Since it is pretty unlikely that the intention is to grant the best characters to the ruleslawyers...I would say that it is not the intention.
The rules are not a bludgeon with which to hammer a character into a game. They are a guide to how a group of friends can get together to weave a collective story that entertains everyone involved. We forget that at our peril.

You know on another review, there are only 2 exclusive martial arts in Mystic China, Tien-Hsueh & Chi Hsuan Men (White Jade Fan). Both are holdovers from N&SS. Given that the Mystic China classes are written in O.C.C. from, I doubt any thought was given to Exclusive or not

In my professional opinion it was an oversight.

No more a bug than Chi Hsuan Men allowing you to learn Tien Hsueh in less time, which AFAIK would require multiple OCCs.
