Has ANYONE ever made powers based upon puns?

no and I have no idea how I'd gauge such a power either. I mean I've got nothing against a power that inflicts damage just through speech...

I can see playing a character who has the Mechano-Link power, but who only ever uses it on the computers at the local branch of a bank, or on the machinery at a manufacturing plant, and so on — since his
second power, the only one he ever mentions, would be Plant Control.

A schtick I’ve considered: a superhero with the minor psionic ability of Sixth Sense (to somehow know if he’ll be in life-threatening danger if he stays) plus a major power like Gateways or Pause Temporal Flow (to get away in an eyeblink beforehand). And add Clairvoyance: to fit the whole time-and-space theme, and to gain more somehow-just-know insights about the future.
And say he never explains any of that: sometimes he just shows up, when there was apparently no way he should’ve known that a crime was about to be committed; and sometimes he’s just not there any longer, even if you maybe can’t see how he could’ve spotted a would-be ambusher. Oh, and to fit his whole ‘enigmatic mystery man’ theme, let’s say that his superhero codename is Nobody.
“I can’t see how you could’ve known I’d rob this bank.”
“Nobody is smarter than you.”
“But I left no clues! I planned the whole thing in secret!”
“Nobody was watching.”
“But you were still in there right before the bomb went off!”
“Nobody could’ve gotten out in time.”
“I mean, you’d have to be faster than the speed of light!”
“Nobody is that fast.”
“But my evil plan was so brilliant! It was almost perfect!”
“Well, you’re not perfect. Nobody’s perfect.”
