Does anyone have stats for thugs, mooks, and/or gang members? How about cops or other civilians?

For the life of me, I can't see a palladium book that seems to stat them out. SDC is a real issue...HU gives heroes 30 at least, but surely that can't be the amount of everyone. I was thinking maybe 10 for a goon and 5 for a civie?

HU GM Guide pg. 19-25 has quick roll for thugs and notes on normal people. It is quick roll so not ready to use but it does help.

Century Station is great for this though. Pg. 18-23 has ready to go street punks and super villains. Pg. 78-91 has stats for CSPD officers and gear.
