protection circle (sup)

Was reading up on this spell (char build) and saw it provides 10 PPE/10 IS points for magic users and psionics.

Never really gave this spell to a char, so it is something I haven't thought over before.

How do the GMs handle this?
one time boost when activated? when entered? each time entered? Per hour?
Does it just refill the tank or does it expand the tank? (using metaphor. no lame jokes)

I'd treat it as a temporary increase to the character's base PPE/ISP, and that it happens only once per activation.

I like the idea of it just increasing the max but not refilling it, give incentive to stay in place for longer periods instead of say... circle-hopping to gain PPE.

Another take might be to keep a consistent % of PPE, so you might get a little more, but it wouldn't help to circle-hop because your current PPE would drop (consistent %) when leaving a circle.
