Does a character with a Chi Mastery power have the save? A non-psi, a major psi, or a master Psi.
The have been some notice that chi abilities are close to psi abilities. Inso as much there is a section in both RCB1's that give optional chi abilities as Psi powers, and that there are variant Martial art forms in Rifts China 2 that use ISP as this power source.
If you have found a canon text that says which please post the citation.

under classic rules I would say 15 or higher (but they could roll for random psi as usual)
revised CB has option for psi to emulate chi abilities, I'd say both coexist, so we now have ISP-using pseudoCMs and actual CMs like the Mercs Kenishi guy who still uses chi
