What book?

What book has the curse of the scarlot water? That until a desert city in the wastelands blooms, the water will remain rusty???
The Baalgor wastelands maybe? I skimmed through it but didn't see any. but I was skimming...
The only other 'wastelands' that I can remember offhand should be in the Eastern Territory book. where the M-tree deposits the evil from the PPE it siphons off the sleeping OO. but I don't know if I'm misremembering it.
