Average power equivalent
This is a bit of an odd question, and there are obviously a lot of variables, but would it be correct to say that the average combat superhero (flying blaster) is about equivalent to an attack helicopter? Granted, there are those which are far and away above that, but as an average/median?

A flying hero with energy expulsion surpasses an attack helicopter because the hero doesn't have to reload or refuel.

While the Helicopter has ammo it is the more powerful. Because of two things: Power (the damage caused with each attack) and Range of the weapons.
Which is more useful....depends of the environment. Downtown with tall buildings....the super....everywhere else the the modern attack helicopter.
Reference the 1st episode of the Anime "Gate: the self defense force fights". The dragons can be though of as a stand in for the super. If you want to make that comparison.

There is definitely an overlap there. You can build more Apache's then you can build more supers, at least in most settings. A flying blaster is really, really fragile, even compared to a attack copter, unless the character also has a good defensive power thrown in. Sonic Flight, APS: Stone or Metal, and an EE or Super EE is harder to stop, and hit then the Apache, but again, much more rare. A guy in spandex who can fly and shoot lasers, but be taken down by a kid with a bag of rocks is a different story.

Once you start upping the power level of the super, you can do the same for tech. Supersonic flying blaster...counter with an F-22, maybe a Patriot or Iron Dome or some other dedicated anti-aircraft weapon.
