Well, on page 236 of the main book it states that the Flame Friend has a 22 PS and does 2d6 damage on a punch. Do you add the +7 for the PS?

Since it is supposed to be able to carry 1000 lbs of stuff, it should be solid enough for the strength to apply.
I can't imagine trusting a fire elemental to carry much unless I am "getting rid of evidence".

According to the standard set of rules the answer is yes, you add the +7 SD to all melee strikes for a creature with a PS score of 22.
