What is the PS cap for normal humanoids, 30 or 40?
40 for normal humans and humanoids, including mutants. (HU2, pg 16)
Superhumans can go beyond, and it makes a mention of the strength powers, and my take based on the wording, those with Superhuman or Supernatural Strength fit in this category, while those with Extraordinary Strength would still fall under "normal"
