Is that huge as in big for that animal, or huge as in way bigger than what they can normally get to.
As the power description says it's a complete transformation I would say not
I would go by the average size of the shaman, eg if it was a 6"2 elf, all the creatures he turned into would be in the smaller end of their size category, if it was a 6"10 elf it would be around the maximum size. I wouldn't allow larger than normal size animal, because they can only change into normal animals.
Could you imagine how cute Gnomish were-shamans would be

No - you turn into the animal, same as the human changes its size accordingly. IRL theres a 8ft+ human and a 2ft tall human.
The size before transformation is irrelevant.

I'd go with "large for the species"... he doesn't become a 20' tall bear, he becomes a 9' tall bear, unlike the other, 8' tall bears.

Well, this is a problem that comes up with a lot of spells. Anything that has a range or area of effect is clearly written for human-sized creatures. An 8 foot diameter Energy Field isn't that great for anything larger than a Wolfen.
