I want to create a short rodent character similar to Rocket Raccoon from Marvel or Sir Ditimus from Labyrinth. Problem is finding a conversion template race OCC that comes close.
Any suggestions?

Setting aside the point that a raccoon is not a rodent and assuming you just mean a short rodent humanoid... depends how short you want and what their backstory is...
Method #1: WB13 pg 87 - mutant rat (avg 5ft)
Then, either
a) WB13 pg 70 - decrease size and adjust stats as indicated (up to 50% or 2ft 6in)
or
b) WB13 pg 38 - unusually small and add bonuses (3ft 4in)
Use either RCC skill set or make freeborn and use any reasonable OCC
Method #2: CB1r pg 171 - ratling (4ft+)
Method #3: DB5 pg 47 - ratanoid (4ft+), same as ratling but another dimension
Method #4: TMNT Core Rulebook pg 44 - rodent (pg 43 for raccoons!)

Well, if it is anthropomorphic characters you are looking for, then look no further than After the Bomb! Raccoons are on page 129 and they are short of build. But you can build characters of varying sizes with the point system used for character creation.

Primary Suggestion: Via the mutant animal power cat. in the HU2 core book.
Secondary Suggestion: Use the After The Bomb2 core book.
As to the RR char you'd need to add similar cybernetics.
Another way would be to use the PU2 gamebook and make a "Eugenic Hero" that started with racoon DNA.
The TMNT core book, Though none canon, contains rules similar (just about identical) to those in HU 1st ed for the Mutant animal power cat.
