Do Dog Boys need the skill Tracking?
Or can they just track by smell?

They do not NEED tracking; they can track by smell. However, if they have the skill tracking, it means they can also track by sign... so they might lose the scent, but they can find the sign. Or they lose the sign and keep the scent. There may be places where one or the other doesn't work well... you can't track by sign through a sci-fi corridor, and you can't track by smell in the rain, but you can use the other.

The more tracking options you have, the better a tracker you'll be. Scent, skill, and supernatural senses can combine and complement each other *very* well.
From a mathematical probability standpoint, even if you have a very high scent tracking ability, it often pays to have the skill too; if you fail your scent tracking, you can lean on your tracking skill to get an extra chance at continuing your hunt.
