When it comes to the CS and command structure in the military where do psi-stalkers fit?

Can a psi-stalker ever order or be in command of a human CS grunt?

I know humans can order Bog Boys.

I think I read something about how no Dog Boy can order a human to do anything.

Do Dog Boys with rank get to command or order psi-stalkers?

Of course, there are always exceptions but I'm talking about the average.

Rank for Psi-stalkers max out at Captain (WB11 pg 52) and they can order humans under their command (WB11 pg 53).

Dog boys only command other dog boys (WB11 pg 53), so they cannot command psi-stalkers.
