Note: the RUE MB more blatantly says that it only effect the char using the power can't sense psychic emanations, can't use psi powers, & not be influenced by others. This means that when using a GMB only the psychic using the power is affected by the same restrictions. And MB also lists which psi powers are blocked.
Taking the above ideas into consideration, What psi powers can other psychic when within the AoE of a Group Mind Block.
