no. Wine Only.
You could distilled the wine into a spirit to use on a MC.
There might be a water to spirit spell in the Fan created magic topic.
I know there is a spell that raises the proof of a drink in that topic.

No. The spell specifically calls for water to act upon not another fluid.

No, it turns water to wine and wine can not be used to make an effective molotv cocktail you have to use petrol or some other hot burning fluit.

Agreed.
It's "Water into Wine," not "Wine Into Spirits."
You'd have to distill the wine down yourself, or use a homebrew spell of some sort.

"Water to Everclear" is a separate spell.
