With Regard to Opening one's Third Eye.

If the psychic with their Third Eye opened or another psychic with the super psionic power of "Mind Bond" used it with another who's Third Eye is open would it open theirs? Even only temporarily?

No. Opening the 3rd Eye (much like a CyberKnight Psi-Sword) is a "personal experience" which leads to the conclusion that you could not open it up via a Mind Bond.

Text pg29 of WB12 (last paragraph, left column): "For others, it will take years of meditation, inner searching, a mastery of mind and body, and learning to develop their imaginations" and at the end of the paragraph "but require years (typically 10-30) of soul searching, practice, study and self-discovery." While a Mind Bond might allow you to take a short cut on some aspects others would seem to be unique to a given character in achieving.

Now if your looking for a possible short cut to open the 3rd Eye, Astral Projection onto the astral plane has time occurring at a different rate than the material plane and there doesn't seem to be a requirement on where you do it so. (RAW the rate is 1 Minute Material Plane = 1 Week Astral Plane or 10,080 Minutes, to reach 30 years would mean 30yx52w = being gone 1,560minutes on the Material Plane or 26hours or 312 Astral Projection castings at Level 1, fewer as you increase in level).
