Hello Guys, Goddesses and everyone in-between,
I need some help with something, please. I need a list of all of the mages on Rifts Earth, which book they are out of, page numbers, and any additional magics that they might have in other books.

Do you own the Rifts GM guide? That'll tell you most of what you need to know. Followed by the Book of Magic.
I know telling you what books you should own isn't exactly helpful, but I'm not even a frequent player and I own both of those books. They're considered 'core books' for a reason.
For somebody here to take the time to type all of the info you asked for, well, that's asking a lot. If you wanted to pare down the request to something more specific, that'd be much easier to accommodate.

Page 281 of the GM guide has the start of the Practitioners of Magic section, which will list all the names and book locations of each. The bad news is, that list is from 2001, so it's missing a lot. I could try to fill in some of those gaps with what I know, but there are plenty of books I don't own (like Lemuria, all the Hades/dimensional outbreak stuff, etc) where I'm guessing there are mages I'm not aware of.
I also don't know how to figure out which RCCs (listed in the GM guide after mages) are magic-focused without checking every book.
That being said, I don't get the impression there's been a huge surge in mage OCCs being introduced since 2001. I can think of maybe one or two magic OCCs in the Sovietski book. Secrets of the Atlanteans has several magic OCCs. I think Rifts Black Market might have an OCC that specializes in using magic for smuggling. Rifts Madhaven also has some variations on the Mystic Knight.
Beyond that, nothing comes to mind.

In my understanding, a "mage" is usually a spell caster. A T-Man is not a mage, but someone with magic tattoos. I assume you are instead asking for all the OCCs that use magic or magical powers. That would be quite the undertaking - not just because it is a lot of work, but also because it is sometimes difficult to tease out what is a magical power conferred by OCC and what may be a magical ability inherent to the underlying being description or game context, if the OCC is context restricted. Not sure anyone has done that.

You know, I looked into it & found a list of every O.C.C. in the game organized & listing lots of extra information like if they are a Practitioner of Magic (or as you say "mage") or Men at Arms, etc. It was even compiled & posted here on the Palladium forums by one of our own.
