They REALLY shouldn't be to bad, but you're going to have to have the GM make sure to keep the game near the ocean so the player isn't left hanging.
Dave: They're getting away!

I personally love the idea of the Biform characters, and have used them in my HU campaign extensivly since acquiring the Underseas book. I like a lot of the other OCCs and RCCs presented, and nothing gets "unbalanced", 'cause I can always use the Lord of the Deep as the bad guy (and I've done that too...)

Well, considering the fact that in HU you already have characters that can turn into a whale/orca/dolphin (Animal Metamorphosis: Any And All Animals), my gut reaction is to say that a Biform character shouldn't be that much of a stretch. Just remember Stoker's suggestion of keeping the game near the ocean whenever possible.
Of course, since he and I are both in one of your campaigns we may not be what you'd consider 'neutral opinions...'
