Yah, I was kind of hopeing that this might nudge it out of the Delayed Indefinitely list and into the delayed list.

Could someone else submit a manuscript for UWW instead of the original author? Is this allowed?

The last I heard they are still not taking unsolicated manuscripts and since they asked the author to do more work on it I highly doubt it.

Ahh. I didn't mean unsolicited. Also, I thought that they said "the author has been (was?) unable to complete the manuscript."
