Question about a power

I just noticed that of all the alter physical structure powers, electricty is the one that does not contain either an AR or partial invulneribilty to physical damage. Seems to me, that being an energy form, it should have aspects similar to fire at the very least. I was hoping this was just a mistake, but have found no Errata that corrects it. Anyone have any thoughts?
