Another way you could go is to use a Mystic OCC (as seen in Nightbane, PFRPG, or, I’m sure, Rifts). Just have him roll on the Mutant Characteristics table and then say he’s a “psychic mutant”.

I think it could be good as a power for Mega hero spellcasters.
