An NPC I'm making has a 22 for PE giving her a +4 to save vs. magic.
Now does that +4 deduct from the base saving throws?
Example:12 is the base for save vs magic, so with the +4 I'd have to only roll an 8 right?

Technically it adds to your 1D20 roll, but the result is the same either way.

Its still a "12" in the example given, but you get a d20 +4 to roll it.
