"located in what used to be montana is the mining town
of Washu. The people their are mostly mutates, the city
of Washu Is almost intirly under ground. The city sells mainly
copper, steal, and silicone. The biggest buyer for these materials
is the black market which ships the materials to northen gun for
processing. The people of Washu seem to belong to a sect of christanity
that stresses ritual cleanness. Going over the citys historical records I
found repeative instances of plage. The people of Washu have taken
this ritual cleanness to a extreme. People refuse to eat with their hands.
People salute each other rather than shake each others hands. The ability
to manipulate energy which is almost universal in Washu is used for every thing. In fact the only thing that is socially exceptalble to residents to touch is ones lover, and even then not in public. Those with out energy manipulating powers are expected to wear gloves. Its not surprising
that Washu is a almost spotless city or that the princable import is soap."

note-Washu mutants are incapable of having ether
psyonics or using magic.

History-
Lengion stays that the people of Wash originally
came from the city of seattle. Before the city was
destroyed a figer named Max Washu preached that
the end was near. Few people listened to max but he
was able to gather 40 followers. When the cataclysm cam
Max lead them out of seattle and to the site of present day
washu. Max proclaimed that this would be the spot where
gods chosen would rebuild the earth. Soon after wards
the people of Washu developed engergy manipulating powers.

Wether Max was merely a lucky cult leader or a true profit
is a question of debate but the people of Washu belive him
to be a profit. The early people of Washu dug into the earth
and sought safety from the caous outside. They were mostly
successful but the history of Wash is ultimantly one were
plages ravaged the city time and time again. Eventually the
city was discovered by a black market envoy. A trading
deal was established PA 02, the mineral richness of Washu
has made it prosperous. The citys tech level is roughly equal
to the 1950s, the black market has tryed to sell military goods
to washu with limited success. The far bigger success is the trade
of luxury goods.


(ok heres My go create a bunch of mutants in rifts earth and explain culture and how they fit into rifts.)
Svartalf- if Cherico were a character created in a point game system, he'd have all his scores in geeky skills and his youtube and weird net stuff schticks all paid through a a Terminal Bad Luck (with more nasty GM intervention) disadvantage, and probably an Uncouth (can not have social skills) disad as well...
In an RPG with deadly situations that character would have had to be replaced a dozen times over[

Palladium das not need to only do animal mutants.

But I wood Add Immunity to inbreeding to ther powers.

I wood also makeTher town,s Population:9200(8000 are Washu Mutants)

IS this Number O.k or is it To high?

Not a bad concept there. :ok:

I don't know if it's been re-printed since, but Rifter #1 had some organization tables for building cities/towns in Rifts. You might want to take a look at them when fleshing this out.

and immunity to inbreeding? ROFLMAO, I guess that one is an integral part of PB biology... or I guess the psi stalkers would never have gotten to become so numerous without getting vast amounts of webbed fingers in absnomal numbers, not to mention trisomy 21 and other mental disorders
