they do get regular military training, and it even lists bonuses the psychics get from formalized military training as opossed to learning it all on their own.

No not at all, just pointing out where you can find the OCC breakdown.
The books do not specify a skill set for Psi-Division as far as I know, only the common OCC's and thus their abilities from that. There is a blurb in Psyscape about adjusting the Related skill selection for the Zapper.
Giving them a skill set as the Psi-Net agents or the Psi-Stalker/Dog Boy would not be far fetched I would think.
