personally, I just have the Chiang-Ku's take any liquid that is normally ingestable by whatever they are giving it to (usually water) and enchant it with pure magic.

I treat this, and Tatto making, as not requireing any real ingrediants or PPE cost for them, but are rather natural magical abilites they can do at no cost.

like a Fire Dragons Breath, it comes naturally out of their nature. sinse they don't have breath and can't telelport I find it works well.

and yes, I've played a couple different Chaing-Ku's :)

I play it as costing a different amount of PPE, and uses a bit of their blood too...
Eyes without life, maggot-ridden corpses, mountains of skulls... these are a few of my favourite things.

It's actually a by product of the dragons natural biological process.. You see as the dragon consumes more consumables for it's pleasure it then only process so much of the usefull materials that comprise the consumables. The remainder are excreted out with an ammount of magical residue thanks to the dragons magical nature..

All teas have ingredients...

However, the magics are imbued into the teas, so even if a Chang-ku hands you the ingredient list, you're still not going to be able to create it, and no Chiang-ku is going to teach you.

Don't forget, because of the enslaving properties, a Good Chiang-ku is NOT going to make the elixer very often.

Mind you...I have a pair of chiang-ku twins (tattoo master & stone master) who have rasied a set of fraternal twin humans (male/female & non-psi/psi) to act as guards to protect them (esp. the stone master as he plans, lays-out, and eventually builds a pyramid on a major nexus in England) and their lairs. They (esp the tattoo master) regularily give them potions despite being of a "good" alignment - ok, Unprincipled(?)...how do they get around the alignment restriction, they make enough for the two Tattoo Men (each having 25+ tattoos), plus a small amount for themselves, and the dragon drinks his WITH the humans! :D
