I have recently been looking through the Anvil Galaxy book and noticed that there are no experience charts for any of the OCC/RCC's have these been placed in a different book? in particular I am looking for the Sinestrian Mechanic RCC.

Very good point. All the RCC's in there are missing. At least they fixed it in the Three Galaxies
I Read through it like a million times. Maybe just use the operator Experience Chart since that is the closest thing.
