Can Vampires use Magic spells or Objects?

Any vampire can use magic objects.
Master vampires who were mages keep all of their spells, frozen at their old level of experience, and lose any special abilities from the O.C.C. (Ley Line Phasing, Commune With Magic, etc.).
Secondary vampires work just like Masters, except that they only keep half of their spells.
Wild vampires lose any and all spell knowledge.

Not really ... that beyond the grave stuff is really hard magic, to find in the first place, then to perform... to boot, given the nasty limitations that go with being a vamp, only the evilest, most hardcore necromancers will go that way.
Statistically, a necro who has researched the spell, is nasty enough to be ready to go through with it, is powerful enough to and has had the possibility to to execute the procedure without a hitch ... well, that not so common.
the classical method for a vamp intelligence to contact a disenfranchised person, somebody bitter enough to want the power of the undead, and ignorant or desperate enough to disregard the off side will produce MANY more master vamps.

Necromancers can become master vampires without an intelligence, so there's that avenue.
