There ar two places you can look to for Moving Target modifyers. The first in in the Rifts Main Book way back on pg. 243, (-3 to hit a moving tagete, -6 if it's moving in excess of 40 mph). The other is in Converrsion Book 1: Revised Edition on pg. 18 (12 or higher to hit, peroid).

Personally I use a mix of the two; 12 or better to hit a moving target, and -3 to hit if it's moving in excess of 40 mph. For Called Shots against moving targets I require a 15 or better to hit (12 or better base to hit, -3 because it's moving), and -3 to hit if moving 40 mph+.

Don't forget that there are at least two different types of leads, Postive and Negative. Positive is when they are moving and you are not and you are trying to shoot them, takes some skill but not a great deal. Negative is when you are moving and they are not and you are trying to shoot them, notably more difficult, as you have to deal with issues realting to the stability of your firing position. Of course there is the in between stuff, maybe you are both moving. Also, please note that lead is usually used in reference to laterally opposed motion. It is no great effort to hit something that is moving directly away or towards you, provided that you have the time to hit them before they overrun you or get out of range.

I am trained in shooting on the move, and right now I suck at it. It is one of my combat skills that I hope to improve. One example of the details that people might never imagine, it is actually better to shoot on the upward leg movement of a running/walking motion, EVEN THOUGH YOU ARE SHOOTING FROM A ONE LEG ON THE GROUND POSITION, rather than on the downward motion or forward motion, why? Because when you are on the downward motion there is a harsh transitional impact on your motion, when your foot hits the ground that pulls you off target resulting in a low miss. If you do it when you are moving forward, your platform is less stable than the upward motion/pause. So, instead you go ahead and shoot on or immediately following the conclusion of the upward leg motion phase. You know how when you try to shoot somethng that has been thrown into the air and you wait for it to stop moving up and there is kind of this moment when it has just stopped moving up and just started to fall, and that is when you shoot it? Well, this is the same concept, your leg and body are moving up and then they stop before reversing direction and coming down and forward, right at the top of that motion is when you shoot.

I would add a third...
GM Guide, p39-40: 5 to hit stationary target at close range, 8 to hit stationary target at long range, 10 to hit a fast moving or evasive target.

Pick the one you like 8)
