I'd like to see that; I've always been a fan of the point-based system.

Two sources that might help.
The first is Transdimensional Turtles, in whihc an adventure involves a man who can bring his drawings to life. I can't remember if it actually covers the effects of characters crossing into the cartoon world.
The other is the Dreamstream (TtGD), which has rules which would allow for someone to be hit by a 1 tonne weight or anvil and shrug it off, but can be taken out with a paper cut. Some really funky stuff is possible with it.

easy. all weapons do 2d6 damage to a silly toon no matter how big it is or what ever it's original damage is, also the blast radius is either ludacrisly huge or extremely tine depending on he GM's jusdgment on what will be sillier.

Correction the Dreamstream is in NB: Between the Shadows not TtGD just a bit of fyi

Other places it might be like are:
#1) Astral Domains - The maker(s) choose the physical laws. 'nuff said.

#2) Spatial Mages Domains from Rifter 3 (or 4?). Same choices as #1

#3) Something weird from the Megaverse Builder.
