What if the CS deal with D-bees the same way the NGR das?

Karl Prosek is the one behind the way the CS das things so if he was just different just a bit and Go the NGR,s Way in dealing with D-bees since he took Power in 70:p.a.
What will be the Differences if the CS have gone this way?
