I say if ther is a Japan2 it will Show the Psi-/magic Battalion of the Republic!
They will not let ther Enemies have some thing that they do not have.
If you have Japan go to page70 1% of ther population is practitioners of magic and 6% are psychics!
You Known another reason I hope they make Japan2 is the Show the Current (109:p.a)Population of the Republic it wes 14,820,000 in (102:p.a).

As you yourself pointed out the numbers of mages and psychics in the republic are ludicrously low... now, do you really expect they can get and train even a batallion strength of mages and militarily useful psychics out of that ? not bloody likely... To boot, hiring this kind of personnel in the army is a major window of oportunity for spiees and anti tech activists to get into sensitive places, and even then they would never be able to get enough to efficiently support the army.
Also, what makes you think there will ever *be* a japan 2 book? KS may have toyed with the idea... once, but with his well known ability to followthrough, legendary speed at work, and tendency to devote himself to new, harebrained projects that nobody wants but which interest *him* ... plus the fact that Japan is a Carella book and that he just might not be interested into going after... well, rgz k=likelihood of such a book seems about the same as that of a human surviving a nuclear explosion at ground zero

Have you ever seen an anime called Blue Seed? That's how I'd envision a Republic of Japan magic division: a small, underfunded group of magic wielders trying to deal with the rest of the nonmagic wielding Republic to combat magical opponents.
As for psionics, I have the impression that the Japanese wouldn't bother with a concentrated group of psionics in their military, unless they were the personal bodyguards of some top general. They'd still have the psychics, but they'd be dispersed amongst the troops, and probably not entirely understood. Remember, the Republic of Japan hasn't been on Rifts Earth for very long.
