I didn't see anything about using PS with speed in the GM's guide, but the main book is pretty plain that you can use a ps damage bonus with the + 8 from a punch or kick.

You do not add the + 4 per 20 to the ram. The flat damage is what you do.

the additional damage is only applied to extraordinary running and flight speed. It does not apply to sonic speed at all, and has never been listed with the power as far as I know.
The damage listed for a ram has always been flat damage with no modification.

Why does a character with Extra Spd running 240 mph hitting someone not take damage yet the Sonic Speed character does? I mean
technically a Extra SPD person at 15th level could run 520mph. The Sonic
Speed guy at over 400 mph is taking damage And have you ever
notice in VU that the Master of Speed Invulnerable guy takes damage
after he rams into someone

For that matter what if you have a guy from a high gravity planet or
a mystical bestowed dude with a SPD of 80. This guy (according to
the math) could run 56 mph. If he runs full out and rams a guy, doesn't
he get to add +8 to damage? The rule should apply to any individual
running into a person, not just Extra and Sonic Speed people.

If you are using the rule on p72, you use up half your attacks. If you have 4, that's 2. 6 = 3, 25 =12 (rounding down). That's something that you pointed out above.
Sonic speed and sonic flight only use 3 attacks period. They don't use half. They don't use 12 from 25. They use 3 period.
Which is it?
Either P72 is optional, or both powers are wrong. Take your pick. For me I am going with the stated limit of the power, not notes in front of optional rules.
And Blix if there is no listed damage for the kick, add the +4

Of course this doesn't apply to Sonic Speeders, who can do it in one action. What's the point of this whole half melee/melee actions argument you're making? Are you finally conceding that the rules support adding the 4/20mph bonus, or just trying to camouflage it?
I am saying that the rule cited says any super speed over 88 mph uses this which is not true. Do you understand? It's not just extraordinary speed, flight, robotic speed. Its everything.
Either it is optional or it isn't. If it isn't, it flat contradicts both the sonic speed powers for use of attacks, damage, knowndown damage, movement.
Then you need ten feet for every ten miles per hour. Period. There are no exceptions for sonic speed, which is completely opposite both power descriptions.

I'm definately going with Tychiol on this debate.. the Sonic Speed power is a major which plays havok with physics and its silly to argue that Extraordinary speed has better damage dealing capability.. it just can't, its not supposed to.
