Magic cancellation

Is there a percentage of the PPE needed to cast a spell that needs to be negated or will a couple PPE do the trick?

For example, if a Nega-Psychic can dispel 3 PPE for every 1 PPE expended, why would he expend any more than necessary?

If an upper level spell requires, let's say 150 PPE to cast, couldn't the Nega-Psychic knock it down to 147 & dispel it?

After reading the description of the power it looks like even one PPE lost from a spell can disrupt it (3 is the actual minimum) but rituals can be stopped if enough PPE is disrupted so that there is not enough to perform the magic. Spells being instant and rituals taking longer more PPE can be pumped in to replace what is lost if it is avalible.

Since the Nega-Psychic doesn't know how much is being used on the spell he must decide on an amount to use and hope it is enough to get all the extra PPE spent by the spell caster if he adds any extra.

..Correct, Beta Ray Bill was an otherworldly Thor, who of course was not a member of the Fantastic Four, meaning for Doomsy to interact with him would call for a crossover. However, the Avengers are based in New York along with the Fantastic Four, and as such have had some dealings with the same villians.
