How does the Dark Tribunal fit in with Century Station. They have to know about the city and the fact that there is an Alien presence there that in all likelihood could help get them off the planet they obviously hate. Or are they hiding because they too voilate the rules for being on Earth and don't want to go to jail?

Hard to say. A definate answer couldn't be said until the updated
2nd edition of VU comes out. I mean those Brotherhood guys
still want to seperate a united Germany after 14 years
They probably operate on a low key level. They still have to
deal with Project Secure and Tyche (which came
out in AU, which came out several years after VU too).
