Sometimes, you're like a beacon of light in the darkness, giving me some hope for humankind. ~ Killer Cyborg

a) Technically, the MZ *is* habitable... it even has a fair sized population considering the bevy of natural hazards and dangerous creatures present.
I'd have to go through Federation of Magic to make sure, but I think that most settlements (and all major ones) there have found a way to get around the risks from rifts opening and ley line storms. Many have the trait of dimensionally shifting.
To answer your question straight, the answer is basically yes. a network of stone pyramids at key point would contain the wild surges at ley lines and nexus points, elimination ley storms and random rifts in the covered area, and thereby also diminishing the influx of demons and other nasties, making the place more settler friendly.
I am not sure that such a plan would be an unmitigated success with the locals, though. Many of the people living in the magic zone do so because a) it is great for their magical studies and experiments and/or b) the hostile environment gives them some protection frmo hostiles (like the CS). Anything changing this state of things would be taken with a rather dim view.
Also, I'm not sure the local sorcerer would be delighted if some bunch of strangers came up and started building a pyramid *they* would control on top of his favorite nexus. Nor would the CS like anybody actually trying to make use of the Zone's incredible energies... black sorceriy of the worst kind.
So I guess your stone masters had better come with a private army.
