Building Bases and Super Big Vehicles

I am trying to set up an adventure wherein a Supervillian has two bases. One of which is a large building with a very large dock. The other is a Submarine about 4x the size of a Los Angles Class Submarine. (About 1 km in length, about .5km in breadth and .5km in height.) There are NO HU Rules to cover building bases or Vehicles that come to this size.

Any suggestions?

You are aware that this supervillan would have to have income on the order of several trillions of dollars a year coming in, don't you? (At which point the question becomes...why bother? With an income like that, he can start buying up most of the world anyway!)

After all, it would probably run him about 2-3 trillion to set-up the infrastructure to simply plan and PREPARE to build this baby. Once that was laid out, you'd have US, Russian, Israeli, French, British, and probably a dozen or more national intelligence agencies breathing down your neck the whole time...

The kind of resource drain you are taking about could NOT be hidden to build that sub. After all, a dry-dock facility big enough to build that baby could NOT be hidden from satellite observation, and if you decided to do it "in plain sight" sectionally, you'd have sections impounded all over the world until you could satisfy the law-enforcement agencies in those countries what you were going to do with something twice the size of an aircraft carrier.

Instead of a sub, make it as a tanker. Tankers are anonymous, ubiquitous, and ignored world wide, so long as they don't a) dump, b) pollute, or c) just sit in one location... :D

I wanted to thank everyone for the swift and helpful responses.

ATHENA (An Experiment by a group of Super Heroes gone horribly WRONG) has taken over a small country and has quite a bit in resources. (As the leader of a country, she also doesn't mind some deficit spending, if it will move her plans for world domination forward.)

From that last statement you can also see that she is a Megalomaniac. Therefore, let the fun begin!

I gotta go with macksting on this one... while it's a cool idea to have a character with a full-sized submarine and her own base, the size of the sub is a little off the scale. After all, the Imperial Star Destroyer we all know and love from the original (and best IMO) Star Wars movies was/is 1.6 km long (1 mile). Your character's sub would be roughly 2/3 the length of one of those. Throw in the width and breath, and you'll have something that's going to require a LOT of power to move. It'll also require a LOT of people to crew it.

Not anything needs a building rule. Just give them stats as you they fir your game.

The sub is IMHO a little bit to big, give it a length of 300m (use the CVS from robotech or Rifts Undersea as other suggested).
