They get PPE but no ISP or MDC per level.
In PF they get SDC per level but the Rifts notes give no MDC. You could give the SDC up to MDC but that would not be "official" and good luck getting an official answer.

Still, in their life cycles, 600 years is nothing to them. It's the equivalent of hitting puberty for humans. Plus, it's also a built in stopgate to prevent players from growing to the same super weapons that dragons are when they're adults. Not many campaigns last for 600 game years.

Plus, they're creatures of magic. They don't operate on the evolutionary chain like we do.
