Since step 2 mainly defines who owns and operates the station, most entries could do, only heavy industry would definitely be inappropriate.

-military : (as a giant park, used for R&R)

-private business : some big player owns its own arcology, maybe agribusiness, or some kind of "dream" habitat for favored employees.

-state owned : could be just anything...

-colony : and they have to eat don't they?
