In the book, it says that most rune weapons possess "limited telepathy". Will someone please elaborate on that form me? What does that mean in terms of range, quality of transmission, etc.? Thanks.

I believe they are refering to the fact the weapon can only
communicate with its owner. This is a common ability with all
rune swords, unless the sword has the psionic power telepathy.

technically, I think the weapon can communicate with whoever is holding it.

Of course, it is dubious that the owner would lend it to anybody, and if the weapon is ownerless, whoever takes it is either incompatible, and attacked the usual way, or quite likely to be instantly coopted as the new bearer

Well, I think the weapon can communicate with whoever is holding it, whoever is close by (perhaps line of sight), and with the owner. The distance for talking with the owner is sort of a GM call. This is all my own opinion since I don't think it's spelled out in the books.

"Maybe in a Rifts book?"

So, if you stabbed somebody with your rune sword, could it talk to them?

"Excuse me. Pardon me. Oh! Sorry about the blood."

This is the situation: The character fell out of an airship into a lake. He swam to the shore and discovered his rune sword was missing. He thinks it is probably at the bottome of the lake. I am trying to decide if the sword can communicate with him through the water, etc., so he can find it again. I want to make it a bit of challenge for the player, but not too difficult.

Yes, the PC and the sword could talk. If I remember right, the range is like MILES...

I've made use of Rune Weapons that actually talk to great effect. Instead of a voice in the character's head, the whole party can be insulted, helped, or betrayed by a powerful weapon with a bad attitude.

I have always though of the Range being miles, if you leave you sword at homw it can still give you advice. based on the Runedagger in the Northern Wilderness adventures the owner of a rune weapon would seem to be it eyes and ears as well. I one had a rune weapon do a running comaintary on the characters life. especial his sex life. he eventually mange to convice it to not let him sleep with ugly women by warning him.
