There is nothing that keeps you from adding the extra limbs and the STARTING 5 weapons if you GM okays it. Allot depends on the environ your playing in, and the power level. If you have the Bionics Source Book you can taylor a borg much more to your liking based on a budget handed down by your GM. There is a whole section that talks about the limits each limb or area of the body can take due to size constraints as opposed to just a flat number.

If you playing a basic Main Book borg I would go with the extra limbs and minimal built in weapons and be on the look out for some decent energy pistols.

you pick 5 bionic weapons. this includes extra limbs with only blasters. that's all.

you still pick 5 weapons.

After character creation, I'd say the only limitations for adding more Bionic Weapons are economics, opertunity, and keeping things within reason. For example, the Bionic Source Book says that a person can not have more than two light to medium weapons, or one large weapon in a single arm. Well if you have two arms, that's potentially four weapons right there. That leaves lots of space on the borg's body for more. Just keep it within reason.
